The OCC gave preliminary conditional approval for Mercury’s own national bank. It still needs final OCC sign-off plus FDIC and Federal Reserve approvals. Until then, deposits stay with partner banks and existing accounts carry on unchanged.

Worldpay joined the European Payments Initiative so merchants can accept Wero, the pan-European wallet built on instant bank payments, without new hardware. It said clients could start offering Wero over the coming months but gave no date.

Cross-border payment aggregator licence in India
The Reserve Bank of India gave in-principle authorisation for Payoneer to act as a cross-border payment aggregator for both inward and outward payments. Payoneer says Indian businesses will get more products, including accounts payable. Final authorisation is still needed.

Georgia approved a Merchant Acquirer Limited Purpose Bank charter, which would let Checkout.com connect to Visa and Mastercard in the US without a sponsor bank. The approval is conditional; Checkout.com says it is on track to start full banking operations in 2026.

PayPal applied to Utah and the FDIC for an industrial bank. If approved, PayPal Bank would offer small-business loans and interest-bearing savings with FDIC insurance, and PayPal would seek direct card network membership in the US.
